Eastland Rezoning Public Meeting Goes Virtual as COVID-19 Precautions Continue
The Eastland Development Team will hold a virtual community meeting as part of the rezoning petition process.
In accordance with local and state orders in place to prevent the further spread of COVID-19, the meeting will be held virtually. The meeting will include a prerecorded video presentation by the development team that gives an overview of the rezoning process. The virtual meeting will be available for viewing on the rezoning petition’s webpage, www.bit.ly/EastlandRezoning, by 5 p.m. Friday, May 1.
To ensure the public can provide feedback on the rezoning proposal, a comment and question period will be open from May 1 through May 12 at 5 p.m. Additionally, a live session in which the development team will answer questions is planned for May 13. Feedback will be included in the official community meeting report. More information about the full feedback process will be included in the video posted on Friday and in upcoming communication to the public.
Residents who expect they will be unable to access the virtual meeting are asked to email firstname.lastname@example.org or call 704-353-1946 to make alternative arrangements for receiving the presentation information.
Holding a community meeting is a key step in the rezoning petition process. The development team communicates with residents, business owners and area property owners to help them understand the rezoning request, and seeks feedback on the project. Community meetings are required under North Carolina state law and the city’s zoning ordinance as part of the conditional rezoning process.

COVID-19 Precautions for Eastland Rezoning Meeting: Thursday, March 12, 2020
Thank you for your interest in the Eastland Rezoning process. We are planning an informative and safe meeting that focuses on the rezoning petition, and next steps in the process.
At this time, the risk of novel coronavirus (COVID-19) to the general public in North Carolina is low. Additionally, there has not been a call to cancel community events in Charlotte, such as the Thursday, March 12, community meeting regarding the Eastland rezoning petition filed by the City of Charlotte.
However, under recommendations by the Centers for Disease Control and the North Carolina Department of Health and Human Services, those who have planned to attend community meetings are urged to consider the following:
Do not attend the event if you are sick or at high risk.
Wash your hands frequently with soap and warm water for at least 20 seconds. Use an alcohol-based hand sanitizer if soap and water are not available.
Limit close contact as much as possible. Do not shake hands.
Cover your mouth and nose with a tissue or your sleeve (not your hands) when coughing and sneezing.
Avoid touching your eyes, nose or mouth with unwashed hands.
Avoid close contact with people who are sick.
Anyone who chooses not to attend the Eastland rezoning community meeting will be able to review the presentation slides at EnvisionEastland.com on Friday morning and provide feedback via a form on the website. Community members will have another opportunity to provide in-person feedback during the rezoning petition’s public hearing, currently scheduled for April 20.

CITY FILES REZONING PETITION
The City of Charlotte filed a rezoning petition for the former Eastland Mall property (owned by the City of Charlotte). Crosland Southeast joined the rezoning petition and has included an adjoining 8-acre parcel that it controls. The rezoning petition is the result of an extensive community outreach and engagement process between the City, Crosland SE and community stakeholders that culminated in a “Vision for Eastland.” The rezoning is the next step in bringing that vision to reality.
The current zoning districts allowed the development of a regional mall and similar intensive commercial uses, includes many different zoning districts and covers 78 acres. The proposed rezoning plan would include two zoning districts MX-2(Innovative) and MUDD-O (Mixed Use Development District-Optional).
The rezoning process will involve additional community meetings and input from many City and County departments. Based on the City’s rezoning schedule, a community meeting would likely be held sometime in March.

CITY EXTENDS CONTRACT
FOR EASTLAND REDEVELOPMENT
In late 2018, City Council authorized the City Manager to enter into a pre-development agreement with the development team. The primary function of the pre-development agreement is to assess the site conditions and guide the development process. Primary elements of the agreement include community engagement, master planning, environmental assessments, geotechnical assessment, etc.
The initial agreement lasted for 8 months, with an optional 4-month extension. The additional time is required to refine the site plan and financial analysis of the redevelopment. The partnership with Crosland Southeast remains strong.

On June 22nd, the Envision Eastland Community Engagement Team launched a public survey to get more feedback from the community as early stages of planning and design continues for redevelopment of the former Eastland Mall site. The public survey is particularly important. It is a way to ensure everyone who wants to share their thoughts has the ability to do so, whether they could participate in any of the other venues for feedback or not.
